【摘要】:ImplementationofthispracticewillensurethattheEMSsystemhastheauthority,commensuratewiththeresponsibility,toensureadequatemedicaldirectionofallprehospitalproviders,aswellaspersonnelandfacilitiesthatmeetminimumcriteriatoimplementmedicaldirectionofprehospitalservices.Thestatewilldevelop,recommend,andencourageuseofaplanthatwouldassurethestandardsoutlinedinthisdocumentcanbeimplementedasappropriateatthelocal,regional,orstatelevel(seeGuideF1086).Thispracticeisintendedtodescribeanddefineresponsibilityformedicaldirectionsduringtransfers.Itisnotintendedtodeterminethemedicalorlegal,orboth,appropriatenessoftransfersundertheConsolidatedOmnibusBudgetReconciliationActandothersimilarfederaland/orstatelaws.1.1Thispracticecoversthequalifications,responsibilities,andauthorityofindividualsandinstitutionsprovidingmedicaldirectionofemergencymedicalservices.1.2Thispracticeaddressesthequalifications,authority,andresponsibilityofaMedicalDirector(off-line)andtherelationshipoftheEMS(EmergencyMedicalServices)providertothisindividual.1.3Thispracticealsoaddressescomponentsofon-linemedicaldirection(directmedicalcontrol)includingthequalificationsandresponsibilitiesofon-linemedicalphysiciansandtherelationshipoftheprehospitalprovidertoon-linemedicaldirection.1.4Thispracticeaddressestherelationshipoftheon-linemedicalphysiciantotheoff-lineMedicalDirector.1.5Theauthorityforcontrolofmedicalservicesatthesceneofamedicalemergencyisaddressedinthispractice.1.6TherequirementsforaCommunicationResourcearealsoaddressedwithinthispractice.
