【摘要】:Thisstandardgivesguidanceonwritingthetechnicalspecificationfortheprocurementofboiler(withfluidizedbedfiring)foruseinelectricitygeneratingstations(powerstations).ThisGuideforProcurementisnotapplicabletoequipmentforuseinthenuclearreactorplantareaofnuclearpowerstations.OtherpossibleapplicationsofsuchequipmenthavenotbeenconsideredinthepreparationofthisGuide.ThisGuidecoverswatertubeboilersandshellboilers:-withatmosphericbubbling(stationary)andatmosphericcirculatingfluidizedbedfiring;-withpressurizedstationaryandpressurizedcirculatingfluidizedbedfiringsystems;-usingsolid,liquid,gaseousorderivedfuels;-usingadditivesforcontrolofgaseousemissions;-withonce-throughorrecirculation(naturalorassisted)evaporators.TheequipmentcoveredbythisGuideisdefinedbyitsfunctionratherthandesigntype.Therefore,theguidancetothespecificationisstatedinperformancetermsratherthanbeingspecifiedbyadetaileddescriptionoftheequipmenttobesupplied.ThisGuideindicatestopotentialpurchasershowtheirspecificationshouldbepreparedsothat:-theequipmenttypeandcapacityinterfacescorrectlywithotherelementsofthesystems;-predictedperformanceisachieved;-ancillaryequipmentisproperlysized;-reliability,availabilityandsafetyrequirementsareachieved;-properconsiderationisgiventotheevaluationprocessandthequalitymeasurestobeapplied.ThisGuidedoesnotdeterminethetypeofspecification(e.g.detailed,performance,functional)ortheextentofsupplyforanygivencontractwhichisnormallydecidedonthebasisofthepurchaser'sprojectstrategy.Itdoesnotcover:-anycommercial,contractualorlegalissueswhicharenormallyinseparatepartsoftheenquiry;-anyallocationofresponsibilitieswhicharedeterminedbythecontract.ThisGuidedoesnotprescribethearrangementofthedocumentsintheenquiry.NOTE:AsacomprehensiveEuropeanenvironmentalpolicyisstillunderpreparation,thisGuidedoesnotaddresstheenvironmentalimplicationsoftheequipment.
